Indonesia OSS layer for risk levels, NIB paths, and licensing checkpoints by business activity.
Route scope
OSS Risk pages intentionally stop at the KBLI code level. This route ends at oss-risk because the OSS risk layer is attached to that business-activity code itself, not to extra child pages underneath it.
OSS Risk & Izin is Indonesia’s risk-based business-licensing system and the main gateway to legal business operation. The OSS-RBA layer brings ministries, agencies, and local governments into one digital path for NIB issuance, standard certificates, and sector permits. Every business activity is mapped into a risk tier based on its impact on health, safety, environment, and resource use.
For low-risk activities, the NIB issued through OSS often functions as the baseline operational licence. Medium-low risk usually requires NIB plus a self-declared Standard Certificate. Medium-high risk requires NIB and a Standard Certificate that still needs verification. High-risk activities require NIB plus full sector permitting and deeper review, often touching environmental, building, or spatial-compliance layers where relevant.
Each KBLI code on IndonesiaCodes.site is linked directly to the OSS Risk & Izin layer so founders, legal teams, consultants, and investors can see the likely risk class, additional licensing obligations, NIB path, and technical authority before they start filing.
How OSS pages should be read here
Treat the risk tier as a starting checklist rather than as a final answer. After reading the OSS summary, go back to the KBLI page, entity structure, operating region, and related guides so the real business model stays central to the review.
